The easiest way to start a celeb blog I think is to buy The Celeb Blog which has been put up for sale at SitePoint. The blog absolutely isn’t anything special - not at all - but priced with a BIN of $200 and bid start at $50 it is cheap.
It receives a little bit of traffic, has a little bit of link popularity and everything is set up. So I believe $200 is a cheap buy for anyone who was planning to do such a blog.
